It seems that IE has an issue. it turns out it is an MS mistake not isdapi rewrite. It took me a long time to figure it out becuase specific things need to be in place.

After emptying my cache and cookies, closing ie and opening the site again it was fine.

The page has all the meta, pragma, expiry, http-headers, etc content to tell it to not cache, but ie does anyway.

This will be helpful to know for those in the future.
