If I want to have a production server with ISAPIRewrite but I do my development on another server, do I have to buy 2 licenses??

Yes, you will have to buy a second license or develop using ISAPI_Rewrite in trial mode or by using free ISAPI_Rewrite Lite version.

That does not seem very customer friendly. The trial mode only lasts for 30 days. And I really only HAVE one server and am likely not to buy any licenses before buying it twice just so I can have my development environment work.

This is quite normal when number of licenses does not rely on how the user is going to use the software. If you are going to use ISAPI_Rewrite Full after trial perion on two machines at the same time, then you will need two licenses.
