This is what I have tried:

RewriteRule /pse/* http://www\.responderpse.com [I,RP,L]

But it does not work. It only matches if the url has nothing after pse/. So this url still comes up: http://www.projectresponder.com/pse/shopcontent.asp?type=faq

I want any and every possible match after /pse to be redirected. I thought the "*" wildcard was supposed to do that. What am I missing?

You've missed the dot before the asterisk:
