Do you have a certificate for https://www.interimhousingsolutions.com?
'Cause if you don't this won't work.
The cert check takes place BEFORE ISAPI_Rewrite anyway.

Well, actually, for your https requests to be processed correctly you need at least a self-signed cert.
Though IE will give out the warning the the cert cannot be trusted.
So there's no way to handle https requests without a certificate.

I have a certificate on the server i.e. sslcert19.com, but
I don't think that will help, right?

Right. this one won't work for the target site.
The certificate should be issued for the specific domain: interimhousingsolutions.com either by yourself (which will cause warnings in IE) or
by certificate authority.
