I have this url:

http://www.website.com/Content/CategoryPages/Kitchen-Coffee-Makers.aspx?s=google

that needs to be rewritten to this

http://www.website.com/Content/CategoryPages/Default.aspx?CategoryPageCode=Kitchen-Coffee-Makers&s=google

Here is my rewrite rule.  I don't know why this doesn't work.

RewriteRule /Content/CategoryPages/(.*)\.aspx\?(.*) /Content/CategoryPages/Default.aspx?CategoryPageCode=$1&$2 [I,L]

I've captured the IIS logs and it looks like this rule is
double processing.

/Content/CategoryPages/Default.aspx
CategoryPageCode=Default&CategoryPageCode=Kitchen-Coffee-
Makers&s=google

Please make sure ISAPI_Rewrite filter is registered on global level only and is not registered for the site.
And try to fix the rule like this:

RewriteRule /Content/CategoryPages/([^/.]+)\.aspx\?(.*) /Content/CategoryPages/Default.aspx\?CategoryPageCode=$1&$2 [I,L]
