We still use ISAPI Rewrite v2 and haven't got around to testing V3 yet.

If I'm buying more licenses, I suppose it makes sense to buy V3 ones, but can we also use them on V2 installations, enabling us to upgrade later?

v3 licenses cannot be used for v2.
As you can see here upgrade costs $29.
The best way for you would probably be to buy v3 licenses and start using v3 asap.

Yes I know upgrade costs $29, I thought maybe downgrade would be free.

Not to worry, we'll take a look at v3. Is there any reference guide of the differences between 2 and 3? (couldn't find it in the doco)

The most significant differences of ISAPI_Rewrite 3.x are:
- 99% compatible with Apache mod_rewrite syntax
- supports directory-level configurations using .htaccess files
- supports map files (RewriteMap directive).

The syntax has also been slightly changed, but it's documented quite well.
To start looking into v3 our FAQ may also be helpful.
