Why do I have to pay for a development license?
Lite version doesn't count, it can't do what is needed.

You should buy license for every physical/virtual machine.
Have you bought Windows for your development machines?

Forgot password, so registered again.
Yes, I have bought vista ultimate for my machine, which is used for everything, not just development, and it's not server software, so that doesn't count.
Software for development that I have installed:
Coldfusion 8 developer edition-FREE
IIS 7-FREE
ISAPI rewrite is the only thing that will cost on my machine.

1 machine = 1 license. If you have only one Windows Vista installation you shouldn't care about second license.
Also there is Lite version available for free: http://www.helicontech.com/download-isapi_rewrite3.htm

What do you mean?
I don't have any license.
I will get 1 for each production server, but should not have to get 1 for development machine too.
