All I want to do is transform a URL like this:

http://www.planetthoughts.org/?pg=pt/Whole&qid=2214

to something LIKE this:

http://www.planetthoughts.org~pg~pt/Whole~qid~2214

The true URL could be

http://www.planetthoughts.org/index.cfm?pg=pt/Whole&qid=2214

The goal is to make URLs that work with StumbleUpon.com and other social networking services.
