Hi,
Can we map the Configuration file from SQL Database Table, so that the rules can be set in the Database table and it can be read and applied on the configuration file of ISAPI_ReWrite 3

No, but you can write map file form the script and it will be reloaded automatically. (Don't do this every second since it may be time consuming operation).

I mean that you can create a script on your web site that will write to the map file programmically.
Another solution is to make your URLs include both numeric and SE-friendly data, like it is described in "Keyword reach URLs" example in documentation.
