I have ISAPI ReWRITE - works great and the support is FANTASTIC.

We have a competitor who is stealing our images and using them on his web site.

I suspect he is browsing to our site and saving the web page to his local drive then using the jpg images on his site take from the saved page.

I also noticed a FrontPage access in our web log coming from his IP address.

There is also something called BlackWidow that can download an entire site.

Can hot link blocker stop this type of image copying?

HotlinkBlocker is designed to stop traffic stealing, when somebody is linking to your resources on your site. But there is no technology to stop copyright abusing and phisically stealing images, because you need to return these images to your client somehow.
