Ok, I installed the lite edition, but the doc doesn't specify how to run it on a specific site on IIS.  Do I have to tell IIS to install the DLL filter somehow??  How do I tell rewrite utility which site to run it on, and how does it know which rules to apply??

Lite version is not intended for a site-specific installations (Although you could do it, you will be unable to have different configurations for different sites). There is no need to register filter in the IIS since it is already registered after an installation.
By default filter runs for all sites. And it applies a whole rule sequence to all sites.
