I need a global ISAPI filter that can be used to replace one string with another. In our case, we want to replace instances of the production server URL with the corresponding URL on the development server.

Do any of the Helicon tools do this? If not, can somebody point me to a tool that does do it?

No, if you are taknig about replacement of a text in a server response. That can not be done with our products.
