I am using the REFERRER method for a directory with only PDF files.  Blocking the files from hotlinking works fine but when I try to navigate to the files the correct way the page loads with an empty page. 

I am using the same method for a directory of jpg images and it works just fine. 

Windows Standard Server 2003 / IIS 6

Registered Version of Hotlink Blocker

Actually it works as expected. REFERER protection method should not be used to protect PDF files and other content that is not server directly by a browser. You can use REDIRECT protection instead.
Or better always use LINK protection as recommended in documentation.
