I would like to know if we can distribute the free version of ISAPI_Rewrite with our CMS commercial product, which is redistributed under commercial licensing mode ?

You can include public ISAPI_Rewrite Lite installation package with your CMS program but you cannot reverse engineer or break ISAPI_Rewrite installation into the components or somehow hide ISAPI_Rewrite installation from the end user. I would suggest you to simply include a link in your CMS product to the ISAPI_Rewrite Lite download page to be sure that your users always install latest version of software.
