I have used Apache's mod_rewrite previously on several occassions. So I am familiar with how to create rules etc.

My question is (I am using the LITE version) on apache one you add a rule you need to restart apache. Does the same apply here? Do I need to restart IIS once I add a rule to the global httpd.ini file? Or more directly, It's installed now how to I implement it?

No, you don't need to restart IIS every time. And note ISAPI_Rewrite syntax is different from mod_rewrite, please read documentation before writing the rules.
