Can I use  ISAPI rewrite without it's installed on my host/webhotels server?

I tried LinkFreeze at home but my webhotel did't want to install it. Is ISAPI rewrite an alternative when my host don't want to install or do I have to have a server at home?

No, ISAPI_Rewrite should be installed on the server as well.
