I've tried setting the httd.ini to RewriteRule .? - [F]

And all I get is 'The requested resource could not be found.' Which from reading on this forum indicates that there is a problem?

Please advise the next step?

IIS6 / Win2003 svr.

If you have ISAPI_Rewrite3 then you probably meant httpd.conf file, right?
Please make sure ISAPI_Rewrite filter is up and running in IIS - Web Sites properties - ISAPI filters.
Also check permissions as per http://www.helicontech.com/isapi_rewrite/doc/security.htm

Epic failure on my behalf.

I downloaded version 2.

No wonder none of it was making any sense....!
