...to...

foo.com/index.html?year=2004&month=02

...how can i string chop?

RewriteBase /
RewriteCond %{QUERY_STRING} ^issue=(\d{4})(\d{2})$ [NC]
RewriteRule ^index\.html$ index.html?year=%1&month=%2? [NC,R=301,L]
