I'm trying to purchase ISAPI_rewrite and HotLinkBlocker, but I'm having endless propblems with your European billing partner.  Despite providing them with my VAT number, they are not processing this properly as an Intrastat transaction, but charging me VAT at 19%. 

With a proper VAT number, they should *not* charge me the VAT, as I should account for it locally.
