I need to block all access to my website from a particular URL, i.e. http://www.badserver.com/baduser

I though HotlinkBlocker could perform this task, but I've not been able to create the correct entries in hotlinkblocker.ini.  Can this be done with HotlinkBlocker? If so, what would the entries in the .ini file look like? If not, what product would perform this task?

REFERER          /SecureData/     


[ReferersBlackList]
http://www.badserver.com/baduser
http://www.badserver2.com/baduser*
[ReferersWhiteList]

Is /SecureData/ a global value, or do I need to substitute "/" to secure my entire site?  I've just tried both on my site and can still get to it from http://www.badserver.com/baduser
