Running ape on 2008 R2 32bit.. by itself, proxy works
great. I have to get it working with an ISAPI filter .. the
ISAPI filter works but now APE doesn't.. looking at the
modules section at the web server level APE was listed
first.. I moved both the ISAPI filter wrappers above APE to
no effect. Ideas?

Hello.
What do you mean by other ISAPI filters? Do you mean ISAPI_Rewrite?
And what does error.log file contain? Please also make sure your license is OK. Run Helicon Ape Manager, go to Help → License Manager. If it’s free version, check up to 3 websites to be served by Ape.
If it’s Full version, make sure there is no trial period pending or expired.

No.. not ISAPI_Rewrite, an access control agent implemented
as a IIS6 backward compatible ISAPI filter.. the filter
runs just fine, but APE doesn't proxy anything.. if I
remove the ISAPI filter, the APE proxy works.
What can I do to help troubleshoot this problem?
