We are currently using Ape on IIS 7.5 Win 2008 R2. When we
apply the following rule strange characters will show up in
certain links. It appears to be converting "(double quotes)
to 1/2� and spaces to 1/2�.

Could you please show the rules you are applying.
And tell where I can see these strange chars. Where should I click?

I am the same user(mstillo).
The characters are caused by double quotes and spaces.

Sorry, but could you please explain what ISAPI_Rewrite with your response body?
It only works with request headers.

Please try to add the following directive after SetEnv mod_linkfreeze and specify the content-type value you need (e.g. windows-1251):
SetEnv content-type windows-1251

We tried that content-type and several others. None of them
worked.

What is the build of Ape you are using?
