I would like to redirect all pdf file to a page.

 

like *.pdf redirect to /about.aspx

I guess, it's the task for ISAPI_Rewrite. Please try using the following config in ISAPI_Rewrite v3:

RewriteBase /
RewriteRule \.pdf$ /about.aspx [NC,R=301,L]
